Islamic Federation of Women Sport

The By-Law of Free Groups and Club Competitions

 

Introduction

 

Islamic Federation of Women Sport hold Free Groups and Club Competitions according to the approval of the 1st meeting of Technical Committee in   Syria on Spring 2006 and also the approval of Executive Board in Sudan on Sept.2006.

 

Limitations of news coverage including video taping and taking pictures of Moslem Women Matches and advertisements may cause a lack of interest of financial sponsors and sport clubs, and may cause a reduction in women activities, So the Federation is intended to hold club Competitions in disciplines with the possibility of observing Islamic norms. This will upgrade the professional sport level of Moslem Women and increase the attention of financial sponsors to Moslem Women activities.

 

Article 1 - Objectives

 

1-    Attracting the more participation of private section in any activities of Moslem women and reducing the governmental costs.

2-    Developing the professional sporting activities of Muslim Women.

3-    Upgrading the technical, managerial and executive possibilities of women.

4-    Developing the Federation activities and increasing the mutual relations of members.

5-    Performing different advertisements to produce professional sporting activities of Moslem Women

 

Article2 - Definitions

 

2 -1 – Federation: The real meaning of Federation in this by –law is The Islamic Federation of Women Sport.

 

2-2- Club: It means any organization that has been registered legally with              suitable physical facilities in one or more disciplines in order to motivate and healthy competitions to promote sport under the supervision of sportive organizations in any countries.

 

2-3 - Free Groups: It means different sporting groups out of the framework of clubs           that may participate in competitions according to the approval of Sport           Organizations in member countries.

 

2- 4- League: It means a regional or continental contract among sport groups.

 

2-5- Sport Member: It means a person(s) who is related to an organization, club or sport groups in accordance  with special  regulations and in order to perform sport activities.

 

2-6- Professional Athlete: It means an athlete who is active in a discipline for a payment or concluding a contract, as his/her profession.

 

2-7- Free Player: It means a player who does not play in any official club competitions during the time of performing a competition and doesn’t have any contract signed with any clubs, or had a contract with a club or played but the said club or the team of that club is officially dissolved or his/her contract with a club has been expired.

 

2-8- Free Coach: It means a person who has not participated in any official club competitions as the coach of the team during the time of performing a competition and doesn’t have any contract signed with any clubs, or had a contract with a club but the said club or the team of that club is officially dissolved or his/her contract with a club has been expired.

 

2 -9- Club Competitions: It means any competitions hold among Women sport clubs of the member countries and in the form of continental, regional, multilateral and international championships in one discipline.

 

2-10- Free Groups Competitions: It means any Competitions in which other women teams are allowed to participate in addition to club teams.

 

 Note 1- The competitions mentioned in items 2-9 and 2-10 could be hold in the form of league, two-way games, centralized/ non- centralized and…

 

Note 2- Type of holding any competitions will be determine according to the number of participant teams, time of holding, the idea of the host country and approval of Federation.

 

Article3 - General Provisions

 

3-1- The competitions will be hold according to the rules and regulations determined by Federation and as mentioned in The Statutes and Technical/Executive by-laws.

 

Note: Due to the hold of competitions will be hold with Islamic sportswear, video taping and taking pictures is allowed.

 

3-2-The host will be elected from applicant countries by Federation.

 

3-3- The number of participant teams from each country is not limited.

 

Note 1: In case of any considerable increase in the number of participant teams, the host country will determine the number of participant teams from each country with confirmation of Federation.

 

Note2: In case of any considerable increase in the number of teams, competitions will be hold in two groups of l & 2.

 

3-4- Disciplines will be determined according to the readiness of countries, the idea of host country and approval of Technical Committee of Federation.

 

3-5- The date of holding competitions and time of draw session will be suggested by the host country and after approval of Federation will be announced to the participant teams.

 

3-6- Drawing is on the host country with the presence of observer of Federation and representatives of participant teams.

 

3-7-The clothes of athletes and entourages are according to the Islamic norms and International Standards in each discipline.

 

3-8- The host country will issue identification card for all participants either athletes, coaches, executive /technical personnel and also reporters.

 

3-9- A complete report of competitions including the results, films and photos will be inserted in report registration forms by the host country and within 10 days will be sent to Secretariat of Federation.

 

Article 4 - Technical Rules:

 

4-1- Competitions in different disciplines and also technical instructions are according to the technical/ executive by-laws of Federation, and the latest rules and regulations of relevant international federations.

 

4-2- Coaches of competitions are elected from the international, continental or national coaches of countries according to the suggestion of the host country and the approval of Referees Committee of Federation.

 

4-3- Technical & Executive supervisors of Federation are responsible for good performance of matches in all fields of sport.

 

Note: There will be a continuous supervision from the start up of the executive process up to submission of final report and the federation may send its supervisors to the host country for performing all assigned duties.

 

Article 5 - Advertisement

 

5-1 – The manner of advertisement in all matches by the holders and participants will be in compliance with content of article 6 of Technical/ Executive By-law of federation and as follows.

 

5-2- It is necessary to use the emblem of Federation in all advertisements in addition to the special sign of matches and the emblem of host country.

 

It is free to use from real or symbolic pictures in relevant advertisement not in contrast with Islamic rules.

 

5-3- the manner of advertisement by participating teams in matches would be in accordance with technical/executive prescriptions of matches in any fields and also relevant prescriptions of Federation.

 

5-4- The manner of advertisement in the place of holding the matches would be determined by the host country and upon the approval of Islamic federation of Women Sport.

 

Article6 - Prizes

 

6-1- The following prizes will be determined in accordance with relevant prescriptions of different sport fields and article 7 of Technical & Executive By-law of Federation and also relevant prescriptions and granted by the host country as follows:

 

-          The prizes of matches include Championship award, Medal, Cup and participation Certificate in plays.

-          All above – mentioned items will be in addition to the used signs by the host country and decorated by the emblem of Federation.

-          Three better teams in total matches would be granted three types of cups with different degrees.

-          All participants including the athlete, referee, supervisor, coach, technical/executive personnel would be granted with a participation certificate.

-          The prizes of successful athletes will be distributed as follows:

 

First rank                                Gold cup           First grade of championship

Second rank                           Silver cup         Second grade of championship

Third rank                             Bronze cup        Third grade of championship

 

6 -2- Upon the proposal of the host country, cash prizes will be paid by the host company and upon the approval of the Federation.

 

6-3- All championship awards and participation Certificates in matches will bear two signatures of the president of Federation and the highest rank of holding organization in host country.

 

Article7: Costs

7-1- the host country will pay the costs of accommodation, meal and domestic transportation of participating teams in different matches along with the assistant of participating teams.

 

7-2- The host country would determine the amount of supports of participating teams in payment of costs and upon the agreement of participating teams and approval of Islamic Federation of Women Sport.

 

7-3- The support of Islamic federation of Women sport and host country would be specified in accordance with a mutual agreement.

 

7-4- Participating teams may  provide any costs for obtaining of coming & going tickets from destination country up to the place of matches.

 

7-5- The host country will provide the costs of accommodation, meal and domestic transportation of coaches, executive personnel and sent supervisors by Federation.

 

7-6- The costs of coming & going tickets of coaches from their own country to the country of holding matches and vice versa would be paid in accordance with the mutual agreement between the Federation and host country.

 

7-7- Federation is responsible to pay the cots of coming & going tickets of supervisors .

7-8- The host country will pay the salary of all Executive/Technical personnel including the coaches and sent supervisors.

 

This by-law prepared in 7 parts, 38 articles and 6 notices on ll. Sept.2007 and was approved in Kuala Lumpur on 28.Oct.2007 by 12th General Assembly and will be effective from the same.
