DESCRIPTION OF DUTIES FOR OBSERVERS

Islamic Federation of Women Sport 

 

    Regarding to the necessity of observing the efficient execution of competitions held by the Islamic Federation of Women Sport and according to the set programs based on the Technical and Executive By-law for Women Islamic Games, the appointed observers of IFWS shall act due to the below mentioned description of duties.

The description of duties for observers has been collected by the Technical Committee of IFWS on 22/10/2002, which was observed by the members of the Executive Board in the 9th General Session in Baku dated 04/11/2002, and finally approved in the General Assembly of IFWS on 14/10/2003 that shall be put into force from that time.

 

Article 1: Objectives

The aim of this description is to manage a unique procedure for observing the Technical, Executive and Medical matters for Women Islamic Games before and during the competition.

 

Article 2: Duties of Observers

Dispatched observers from the Islamic Federation of Women Sport will operate according to the below mentioned responsibilities to observe and control the execution and preparation procedures for the competitions and play the role of coordinator between the organizing committee and the Federation.

 

2-1 Executive Observers Duties

2-1-1 To be in the host country before the games, attend and participate in the                    necessary Sessions of Executive Committee.

2-1-2 To control and observe the implementation of programs, due to the determined schedule, dates and times.

2-1-3 Observing the execution of programs in the opening and closing ceremonies.

2-1-4 Observing the daily nutrition of participants due to the schedule.

2-1-5 Observing the place of residence for athletes, special guests and international observers and their accommodation.

2-1-6 Controlling the arrival and departure of athletes, officials and international observers during the period of competitions.

2-1-7 Observing the transportation of athletes, special guests and international observers from the place of their residence to the hall of games.

2-1-8 Observing the execution of different affairs related to recreational programs.

2-1-9 Controlling related affairs in sending invitations and collecting their recipes.

2-1-10 Observing the execution of granting the certificates, prizes and memorial gifts.

2-1-11 Having control on the advertisements and commercial programs due to article 6 in the Technical and Executive By-Law of IFWS.

2-1-12 Observing the provision of necessary equipments for doing researches.

2-1-13 Observing the communicative activities of mass medias and news coverage

2-1-14 Controlling the way of paying stipends and wages to the executive board, referees, international observers and other staff.

2-1-15   Preparing daily report and explaining it to the Federation.   

 

2-2 Medical Observers Duties

2-2-1 To be in the host country before the games, attend and participate in the                     necessary Sessions of Medical Committee. 

2-2-2 Control and observe the healthiness, cleanness and conditions of hotels, sports halls, restaurants and self-services.

2-2-3 Observing the inner medical conditions of sports halls and provide required medical personnel, assistance and medicines for competitions and other venues.

2-2-4 Having complete observation to elect some athletes for Doping Control Test.

2-2-5 Observing Doping Control Tests among the selected athletes.

2-2-6 Coordinating to executive better medical researches.

2-2-7 Preparing formative and final report and giving complete reports about the activities of Medical affairs to the Federation. 

 

2-3 Technical Observers Duties

2-3-1 To be in the host country before the games, attend and participate in the                      necessary Sessions of Technical Committee. 

2-3-2 Observing the efficient execution of referee clinics before the games.

2-3-3 Observing the schedule and timetable for team’s training before and during the competitions.

2-3-4 Observing the draw session of the games.

2-3-5 Observing the efficient execution of programs due to the schedule and timetable of competitions.

2-3-6 Observing the condition and standard of obtained facilities and equipments to be used in sport hall and competitions.

2-3-7 Observing the condition and standard of sport venues (light, air conditioner, audio, bathrooms, lockers, referee’s rest rooms…).

2-3-8 Observing the activities and behavior of technical supervisor and the technical executive board in the sport halls.

2-3-9 Observing the technical judgment of referees during the competitions.

2-3-10 Having the qualitative and quantitative evaluation of the games.

2-3-11 Attending the technical sessions for observing the disputes.

2-3-12 Controlling the coordination of technical board with the medical observers to carryout Doping Control Tests.

2-3-13 Cooperating with researchers to carry out and execute the approved researches.

2-3-14 Observing the score counting of teams and introducing the best ones.

2-3-15 Controlling the observation of Islamic codes and principles during the closing ceremony, certificates and medal distribution.

2-3-16 Preparing formative and final report and giving complete reports about the activities of Technical affairs to the Federation.
