COMPETITION’s Executive and technical By-law

Islamic Federation of Women Sports 

 

 

    The Technical Committee of IFWS has hereby undertaken the compilation of this By-Law on the basis of its work description - Paragraph C, and due to paragraph B of article 36-2 written in the statute of IFWS; for the purpose of enhancing and generalizing its activities, specifically athletic competitions due to the Islamic codes and criteria.

This By-law has been collected by the Technical Committee of IFWS in 8 articles and 12 notes on 20/07/2002, which was observed by the members of the Executive Board in the 9th General Session in Baku dated 04/11/2002, and finally approved in the General Assembly of IFWS on 14/10/2003 that shall be put into force from that time.

 

 

Article 1: Objectives

This Article of By- Law is compiled to explicate the principles and regulation for holding sport events and also maintaining unanimity in execution of the competitions based on the following major guidelines:

 

A.      Holding athletic competitions under the holy codes and principles of Islam in compliance with paragraph a - article 4 in the statute of IFWS.

B.       Establishing, promoting and expanding relationships and athletic-cultural understanding among members in compliance with paragraph d - article 3 in the statute of IFWS.

C.      Enhancing and promoting championship as well as recreational sport among members in compliance with paragraph f - article 3.

 

 

Article 2: Competitions

Women Islamic Games are usually held in two different ways in member countries:

 

2-1 Concentrated Competitions

These games are held every 4 years in different disciplines by inviting all the member countries, which is named “ Women Islamic Games”.

2-1-1 According to the suggestion of the host country and the approval of IFWS, the number of disciplines will be determined for these games and shall be declared to members one year prior to the games.

2-1-2 Upon the approval of the Federation, the host country shall declare the timetable of the competitions to the members.

2-1-3 The Executive Committee for organizing the competitions will be elected by the host country and the acceptance of IFWS.

2-2 Non-Concentrated Competitions 

These competitions shall be held in the member countries under the following titles and for different occasions.

2-2-1 Solidarity Day Competitions

These competitions shall be held to celebrate the anniversary of lightening the torch in the 1st Women Islamic Games dated 13th February 1992 in different sport disciplines.

2-2-2 Solidarity Cup Competitions                                                                 

These are championships, which shall be held as continental, multilateral and regional in one sport discipline.

2-2-3 Club Competitions

These championships shall be held among women’s sport clubs of the member countries as continental, multilateral and regional in one sport discipline.

2-2-4 Open Competitions

These competitions shall be held for different age groups and for various occasions.

           

2-3 The host country for the competitions shall be determined upon the request of the member countries and the approval of IFWS.

 

2-4 The disciplines for the competitions shall be determined upon the request of the host country and the approval of IFWS.

 

2-5 The countries invited for the non-concentrated competitions (article 2-2) shall be determined upon the proposition of the host country and the approval of IFWS.

 

2-6 The participation of member countries shall be authorized upon the invitation of the host country in contribution with IFWS.

 

 

Article 3: General Rules

3-1 All the coaches, managers, competition’s technical staff, spectators, reporters, executive staff in the gyms and dormitories are comprised of women;

Note: In competitions where women compete with an Islamic cover, the presence of male coaches, managers and referees is allowed.

 

3-2 The sportswear of the athletes in different disciplines shall be chosen in compliance with the rules and regulations of International Federations.

 

3-3 Videos taping and taking pictures during the course of the competitions and in the competition venues by any of the athletes, reporters or spectators are highly banned;

Note: Video taping of competitions shall only be allowed by the representatives of the Technical Committee for observing any probable objections.

 

3-4 Holders of the competitions shall issue ID cards for all the participants, including the executive and technical staff, athletes, coaches, managers and reporters.

Note: The pictures used for the ID cards should be taken with Islamic Cover.

 

3-5 The results and reports of the competitions shall be sent to the secretariat of IFWS, 3 months after the end of the competitions at the most.

 

 

Article 4: Technical Rules

4-1 All the competitions in different disciplines are held according to the last rules and regulations of International Federation.

 

4-2 All the referees for competitions, either concentrated or non-concentrated, shall be selected among international, continental or national referees, upon the proposition of the host country and approval from the Referee Committee of IFWS.

Note: A maximum of 50% of the competition’s technical staff shall be selected from the host country and the rest will be elected from member countries if they qualify.

 

4-3 The general and technical booklet for all the competitions shall be compiled by the host country under the observation of IFWS and shall be distributed among the participants maximally when the teams arrive in the host country.

           

4-4 To enhance referees knowledge and to inform them of the latest changes made in the international rules and regulations, holding referee clinics in all disciplines before competitions is obligatory.

 

 

Article 5: Observers                                                                              

The observers of IFWS are responsible to verify the perfect execution of different events including technical, executive and medical issues.

Note: The observation shall start from the beginning of the preparatory phase until the last days of competitions, which ends in presenting the final reports. The Federation shall have the liberty of delegating its observer to the host country, so they could closely control the execution of the duties delivered to the host, whenever necessary.

 

5-1 Executive Observer

Executive Observers shall have the responsibility of providing the facilities and services concerning accommodations, food, transportation, Advertisements, protocols, publications, opening and closing ceremonies and etc.

 

5-2 Medical Observers

Observing health- related and medical matters during the competitions in the anticipated venues, the probable servicing, athletes’ insurance as well as doping control shall be undertaken by the elected observers from IFWS.

Note: The number of the athletes, the means of their selection and the type of doping tests shall be determined in accordance with the latest rules and regulations of FISM (International Federation of Sport Medicine).

 

5-3 Technical Observers

Technical observers are responsible for observing the technical affairs of the games, such as selecting and equipping training halls and competition venues, watching the technical personnel’s performance, selecting referees and the way of their judgments, holding referees clinics and other technical training courses, estimating the points and team’s records, medals and cups distribution and finally presenting a technical report.

Note: The objections made pertaining the judgments in sport disciplines will be evaluated under the laws of CAS (International Court).

 

 

Article 6: Advertisements

For the purpose of publicity, the executive staffs of the entire competitions can publish tracts, posters, and brochures, hold exhibitions; communicate with medias and also prepare any other advertising materials.

Note:  The symbol of the games as well as the logo of the Federation shall be used in all the advertisements.

Note: Using either real or symbolic pictures in the advertisements, if conformed to Islamic rights, shall be allowed.

 

 

Article 7: Awards

7-1 The awards of competitions must include certificates of championships, medals cups and the certificate for participation in the games.

        

7-2 All the prizes in article (7-1) as well as the symbol of the games shall be designed with the logo of Federation.

 

7-3 Those teams that have gained the first to third places shall be granted trophies and cups in three different sizes representing three different degrees.

Note: Certificate of participation shall be given to all participants including athletes, coaches, managers, referees, executive and technical staff.

 

7-4 Those athletes who have gained the first to third places in the competitions shall be granted the prizes as follows:

 

First place

Gold medal

First Degree Championship Certificate

Second place

Silver medal

Second Degree Championship Certificate

Third place

Bronze medal

Third Degree Championships Certificate

 

7-5 Certificate of participation and the certificate for championships shall be signed by the president of IFWS and the head manager of the games in the host country.

 

 

Article 8: Expenses

8-1 All the expenses for organizing the competitions such as building and equipping sports venues, providing accommodations, local transportation and food for participants, protocol affairs, advertisements, stipend for the technical and executive staff, providing certificates and competitions prizes are up to the host country.

Note: Participating countries are responsible for the travel fees of their participants, to and from the host country.

 

8-2 IFWS is responsible for the transportation fees and the stipend of the delegated international referees and observers.

 

8-3 The host country has the liberty of seeking financial sponsors to provide the expenses of competitions as defined in framework of this By-law.

 

8-4 Under the agreement of IFWS, the host country shall be allowed to collect entrance fees from the participating teams.

Note: In some special occasions, the Federation may assist the host country in providing some part of the expenses for organizing competitions.
