General provisions                         

Introduction

Moslem women by believing in:

·          With respect to the principles and values of the true religion of Islam,

·          Dignified stance of humankind (men and women) in the holy Koran,

·          Considering specific position and sensitive key role of women in the family and society,
 
 Women’s physical good health for performing their multi functions in educational, cultural, economic, social, and political aspects in the society and participation of women by their veils in sports field in national and international levels would be an inevitable necessity. While observing the Islamic norms and values, the women benefit from the sports for all to achieve good health, and to participate in championship sports in order to utilize it as an efficient instrument for establishment of friendly relations, and further consolidation of solidarity, understanding, and peace. Commitment of women to the Islamic values considered as creating discrimination and depriving women from the important and vital opportunities, such as sports, in all of its forms, like spots for all and sports for championship.

 

In response to the need of women and removing any discrimination,

In February 1990 upon the proposal made by Mrs. Faezeh Hashemi, Iran's National Olympic Committee vice president, the initiative plan for establishment of " Islamic countries Women's solidarity Council" (ICWSC) was approved and ratified by the Executive Board of Iran National Olympic Committee.

The resolution of the first congress of the Islamic Countries Women's Sport Solidarity, comprising of the representatives from 18 countries endorsed the ratification in Tehran in September 1991.

In September of 1991, whit the effort and participation of the Islamic countries and encouragement and acknowledgement of the International community the "Islamic Countries Women's Sports Council" was established.
 
The first Islamic Countries Women's Sports competition was inaugurated in February, 1992 with the presence of the sports women from 11 countries in 8 different sports disciplines. Accordingly, in 1994, in the fourth General Assembly, the Statute of the Federation was ratified.

Adding a vice-president as the representative of Muslim societies of Non-Muslim countries to the organization chart of the federation was ratified in the 9th General Assembly of the federation in Tehran in October 2003.

After 12 years of activities of The Council and expansion of its activities from Islamic Countries to the activities of women all around the world, in the 9th General Assembly of the Council in October 2003 in Oman, the renaming of the Council to the "Islamic Federation of Women Sport" was ratified.

Establishment of “Women with Special Needs Committee” accomplished in Masqat in October 2003.

Establishment of Athletes, Media, and Referees Committees were approved in the 10th General Assembly in Tehran in October 2005.

The duties of Athletes, Media, and Referees Committee were approved in the 11th General Assembly in Malaysia in 2007.

The amendment of articles 15, 24, 28, 33, and 34 of the statutes were approved in Malaysia in 2007.

 


Chapter one 

Generalities:

Article 1: Definition

The Islamic Federation of Women Sports (IFWS), herein after referred as "Federation" is an independent, non profitable organization, which is established in accordance with the Islamic codes and in compliance with the principles of the charter of Olympic to create a suitable environment for the interested women to perform sportive activities.



Article 2: Objectives

a)     To provide suitable conditions for the participation of women in sports activities in compliance with the Islamic codes.

b)     To consolidate the basis for peace, friendship, understanding and solidarity

c)     To develop the culture of physical education and sport in the societies

d)     To safeguard the well being, and to provide the delight and livelihood among the women

e)     To endeavor towards the development of sports for all and competition sports.

f)      To promote the managerial, executive and technical ability of women in the member countries

g)     To promote women's scientific knowledge in sports

h)     To strengthen the cooperation and coordination among members on matters of common interests



Article 3: Duties
 

In order to materialize the objectives of the federation the duties and authorization of the Federation are as follows:

a)     To ensure the observance of the Islamic codes in all the activities that are conducted under the title of the Federation in the member countries, shall be within the frame work present approved Statute and Regulations.
 

b)     To prepare the rules and regulations booklet to determine executive methods and establishing synergy in administration among the members

c)     To undertake programming, cooperation and supervision in organizing competitions, gathering, workshops and training courses and performing research work and other activities.

d)     To expand the Federation Organization through attracting new members

e)     To delegate representatives from the Federation to attend in international gathering

f)      To disseminate information to the members to enhance the level of awareness among members through the internet web site, publication of books, booklets, brochures, posters and holding exhibitions.
 
 
Article 4: Members
 
The National Olympic Committees and relevant organizations to sport, as well as real entities shall be accepted as a member of the Federation provided that they comply with all the rules and regulations of the Federation. 
 
Article 5: The different categories for the membership in Federation are:
 

a)     Official  

b)    Honorary

c)     Observers
 

Note 1: the official members shall include representatives from the National Olympic Committees and relevant organizations to sport

Note 2: The Federation shall have the liberty to accept eminent real personalities who are active in sports, as its honorary members.

 Note 3: The federation has right to assign the outstanding real personalities, who are active in sports fields and have high experience in sport management, and financial or technical affaires, as consultant.

Consultants’ attendance in the Executive Board and General Assembly meetings are allowed. 

Note 4: the legal persons may be accepted to the Federation as its observer.

Note 5: the volunteers to membership according to notes 2 and 3 shall be accepted after they are introduced by the Executive Board and approved by the General Assembly of the Federation.

 

Chapter two
 

Federation Bodies:

Article 6: The Bodies of Federation shall consist of these members

a) General Assembly

b) Executive board

c) Committees
 
General Assembly:
 

Article 7: The General Assembly, herein called   "The Assembly" shall be the highest source of decision making in the federation.

Article 8: The president of IFWS shall also be the president of the Assembly.

Article 9: The Assembly shall comprise of the official, honorary, consultant and observer members of the Federation.

Article 10: Each official member in the Assembly shall have the right of one vote.

Note: The honorary members, observers and consultants in the Assembly- shall not have the right to vote.

Article 11: The General Assembly shall be convened once every two year in general condition.

Note: The General Assembly meeting shall be considered valid if attended by half of its members plus one, and the validity of the decisions made shall depend on the approval by the majority vote of the members.

Article 12: The Federation shall convene extraordinary meeting upon the proposal by the president of the Federation and with a minimum presence of (2/3) two third of the members.

Article 13: The secretariat of the Federation shall remit the invitations and the following documents at least two months prior to the ordinary sessions of the Assembly, and two month prior to the extraordinary session of the Assembly.
 

a)     The agenda of the meeting;

b)     Report of the Executive Board;

c)     The financial report and the new budget draft;

d)     The received proposals;

e)     A list of the candidates for membership in the Executive Board with their personal information or curriculum vitae

f)      A list of the countries voluntary to host the next games and the General Assembly session

g)     The other documents pertaining to the items in the agenda
 
Article 14: Duties and authority of the Assembly
 

a)     To study and approve the ratification of the Executive Boar and other submitted proposals.

b)     To assess and determine the performance and activities of the Executive Board and Committees

c)     To elect the members of the Executive Board and decision making on suspension of their membership

d)     To approve the membership of the honorary members and observes.

e)     To approve the Federation's expenditure and budget

f)      To determine the membership Fee

g)     To consider and approve the amendments of the Statute

h)     To select the host country for the next games and General Assembly meeting
 
The Executive Board:
 

Article 15: The Executive Board shall consist of a president, four vice presidents, and a treasurer, a secretary general and the chairpersons of the committees.

      Note 1: The Executive Board shall be elected by the General Assembly and according to the recommendation from the President and from the official members for a time period of four years.

      Note 2: Selection of the members of the Executive Board shall be done according to geographical divisions.
 
Article 16: Candidates for membership in the Executive Board shall forward their application of intent together with the curriculum vitae to the Secretariat, which to be endorsed by the National Olympic Committee of their respective countries, four months prior to the General Assembly meeting.
 
Article 17: Voting for the election of the members of the Executive Board shall be effected by secret ballot in print.
 
Article 18: Membership in the Executive Board shall be obtained by a majority of votes of the member present at the Assembly meeting. In case of a tie vote between the candidates, again another voting shall take place at the same meeting.
 

Article 19: The Executive Board shall meet annually for the ordinary session .The extraordinary sessions shall be hold upon the request of the president or at the request of at least two third (2/3) of the Executive Board members.

Article 20: The meeting of the Executive Board shall only be considered valid if attended by half of its members plus one and presence of the president of the Federation. 

Article 21: Membership in the Executive Board shall be called off in the following cases:
 

a)     Resignation

b)    Demise

c)     Any definite conviction for voluntary crimes that would lead to the breach of honor and loss of trust for the victim in public   

d)    Absence in two consequent meetings
 
Note: The Executive Board shall be the only competent source of reference for item (c). 
 
Article 22: The Executive Board shall be hold responsible for the consideration of the proposals, received reports and the making of the necessary decisions in order to be presented before the Assembly. 
 
President:
 
Article 23: The president of the Federation as the highest authority shall undertake the responsibilities for all the Federation’s activity in the framework presented in the Statute.
 
Article 24: The duty descriptions and authorities of the President of Federation:
 

a)     Administering the Assembly and the Executive Board sessions

b)     Issuing formal notices for the members of the Executive Board

c)      Supervising the prefect implementation of the ratified rules and regulations of the Assembly and the Executive Board

d)     Supervising the performance of the Executive Board

e)     Supervising the good handling of the affaires of the Secretariat

f)      Suggesting the convening of an extraordinary session of the Assembly and the Executive Board

g)     Determining location of the committees’ meetings  

h)     Suggesting the establishment or dissolving committees.

i)      Signing the memorandum of understanding

j)      Participation in national or international forum or delegating a    representative there to

k)     Vesting the vice president and the Secretary General with the power in the cases deemed advisable
l)      Recommending eligible persons to the General Assembly for membership in the Executive Board

m)    Recommending eligible persons for approval to the Executive Board for membership in the working committees

n)    Ratification and final approval of the Iranian Vice-Chairperson of the committees that have a non-Iranian Chairperson and are recommended by the Chairpersons of the relevant committees


Vice Presidents:
 
Article 25: The Vice Presidents shall be elected by the General Assembly on the recommendation from the president from the representatives of the member countries from the African and Asian continents and the Moslems from non-Moslem countries as well as the host country of the games. 
 
Article 26: The duties of the vice president:
 

a)     To carry out the assigned duties by the president of the Federation;

b)    To communicate with the countries under the supervision of the     respective vice president to invoke them for the participation and synergy with the Federations activity;

c)     To supervise the sport activities of the countries under shadow of Federation;

d)    To present a performance reports to the president of the Federation Executive Board and the General Assembly. 


Treasurer:

Article 27: The treasurer shall be selected by the General Assembly on the recommendation from the president from the representatives of the member countries.

Article 28: The duties of the Treasurer

a)     Taking care of the Federation accounts in an appropriate condition and preparing the annual audit report;

b)     To supervise the expenditure and use of budget;

c)     Endorsement of the secretariat financial report and submission to the Executive Board and the General Assembly

d)    Receiving membership fees from the member countries

e)      Codifying financial bylaws for the Federation



Secretary General:

Article 29: The secretary General shall be selected by the General   Assembly on the recommendation from the president from the representatives of the member countries.

 

Article 30: The duties of the Secretary General shall be as follows:

a)      Management of the Secretariat affairs

b)     To attend the meeting of the committees based on the demand

c)      To coordinate the relationship among the committees;

d)     To supervise the efficient performance of the committees;

e)      Preparation of agreements and memorandum of understanding;

f)      To organize the sessions of the Executive Board and the General   Assembly;

g)     To present the report of the performance of the Secretariat, to the president of the federation, the General Assembly and the Executive Board



Secretariat:  
 

Article 31: The permanent secretariat of the Federation is in Tehran, capital city of Islamic Republic of Iran.

Article 32: The Secretariat of the federation shall function under the    supervision of the Secretary General and shall conduct the following departments for the administration of the Federation assigned:

a)     Technical Department

b)    Administration and Financial Department

c)     International Department

d)    Public Relations Department

e)     Services and Logistics Department


Note: The Secretariat shall be the venue for holding meetings unless the other member countries become a volunteer for hosting the meetings. The decision on the venue of the meetings is in the power of the president of the federation.
 

Article 33: The federation has following committees:

-         Sports Development Committee

-         Technical Committee

-         Information and Statistics Committee

-         Sports Medicine Committee

-         Women with Special Needs Committee

-         Marketing Committee

-         Athletes Committee
 
Note: The Chairpersons of the Committees shall be elected by the General Assembly on the recommendation from the President for a period of four years from the candidates and shall perform their duties under the direction of the President.
 

Article 34: The members of the committees shall be elected upon the proposal put forth by the President of the Federation and the approval by the Executive Board for a period of four years and their dismissal shall follow the same sequence


Note 1: As the office of the Secretariat is situated in Tehran the Vice-Chairpersons of the Committees whose Chairpersons are non-Iranian shall be selected by the recommendation of the chairperson of the committee and approval of the President from the Iranian nominees for the membership.
 

Article 35: The membership in the committees shall be cancelled out in the following cases:

a)    Resignation

b)    Demise

c)    Any definite conviction for voluntary crimes that would lead to the breach of honor and loss of trust for the victim in public

d)    Absence in three consequent meeting of the committees


Note: The Executive Board shall be the only competent source of reference for item (c).
 
Article 36: each committee consists of seven members who performs its duties with cooperation with other committees and members on the base of the federation’s objectives, while preparing its annual and quadrennial calendar activities. 
 
Sports Development Committee:
 

36-1: The sports Development Committee is active in development of the culture of physical education and sport among the members,  improvement of cooperation and coordination in common affairs among the members, enhancement of the abilities and improvement of the scientific level of women in member countries and also development of public sport and shall perform following duties:


a)    Study and programming for development of sports culture to promote good physical health among the members.

b)    Planning for expansion of sports tourism

c)    Cooperation in planning and organizing international congress and conference in the member countries to develop women sport activities

d)    Motivating the member countries and programming for holding the educational courses

e)    Need analysis and identifying priorities for research and training courses.

f)    To seek relationship with international organizations in line with materializing the Federation objectives

g)   To publish sports brochures, posters and bulletins



Technical Committee:
 
36-2: Technical Committee is active on improvement of technical, executive and management of women, consolidation of peace and friendship among the member countries through holding competitions, enhancement cooperation and development champions and professional sport and shall perform the following dutie:  
 

a)     To observe the codification of the technical rules for the competitions of the Federation based on international standards in each sport discipline


Note: considering the prohibition of photography and video recording and presence of men during the women competitions, the presence of men and photography and video recording are allowed in the disciplines in which the Islamic norm in dressing are observed. 
 

b) To codify technical and executive bylaws for the Federation

c) To train technical specialists

d) To supervise the conduction of technical training courses

e) To supervise proper implementation of the technical provisions in the competitions

f) To supervise observing the international standards of sport equipment and the venues for holding the competitions

g) To communicate with the international organizations to improve level of technical knowledge of the women in the member countries

g) Cooperation and coordination with the referees committee in performance


Information and Statistics Committee:
 
36-3: The information and statistics committee is active on recognition and compiling the information related to the members and the activities of the federation and shall perform following duties:
 

a)    Planning and cooperation to establish and to conduct a database for the Federation.

b)     Planning to publish the information of the Federation and dissemination among the members

c)     To collect the data relevant to the activities of the Federation and its members

d)    To present the achievements of the Federation in form of charts and graphs



Sports Medicine Committee:
 
36-4: The Sports Medicine Committee is active for achieving the latest sports medicine achievements and improvement of scientific knowledge of member countries’ women in medical grounds and shall perform the following duties:   
 

a)     Planning and cooperation in organizing conference and educational courses in sports medicine;

b)    Planning and motivation for cooperation in scientific research;

c)     To expand different concepts in the field of sport medicine and other relevant sciences;

d)    To develop ways to facilitate scientific exchange in sports medicine and other related science in the member countries

e)    To publish educational materials, scientific brochures and posters on sports medicine

f)     To improve the knowledge of experts in sports medicine;

g)    To observe the medical affairs related to the competitions including control of doping (use of stimulating drug), gender recognition, and medical treatment;



Women with Special Needs Committee
 

36-5: The Women with Special Needs Committee is active with aiming to develop sport among this groups of Muslim women, quality and quantity improvement of handicap women in various sports activities and development of their abilities and shall perform following duties:



a)     To create suitable ground to encourage disabled women in the member countries to participate in all special activities in sports for disabled women

b)    Establishment of relations and cooperation with international, continental, regional and national organizations

c)      To prepare and regulate educational books, publications, and materials based on the latest scientific findings

d)    Planning and cooperation with members in organizing sports competition specifically for disabled group

e)     Planning and cooperation with the members in organizing educational courses and congress tailored for this group

f)      Preparing medical, technical, and executive regulations for the competitions based on the international standards and the Islamic norms

g)     To observe the functions of competitions, congresses and educational courses


Marketing Committee:
 

36-6: Marketing Committees try on development of financial support for activities of the federation and shall perform the following duties:

a)     To examine, identify and introduce new sources of funding to raise Federation income;

b)    To introduce proper means of receiving membership fees and other means of obtaining financial support from the members

c)     To attract financial support and donations from private and government sectors.


Athletes Committee
 

36-7: Athletes Committee is active on improvement of sports and scientific levels of the participants athletes in the activities of the federation and support of them, and shall perform following duties:

 

a) Planning for creating and strengthening bilateral relationship between athletes and the Federation

b) Planning for improving quality level of the athletes

c) Codifying the necessary bylaws for protecting the athletes

d) Making effort to prepare the ground for more participation of Muslim women in the international competitions by observing Islamic norm

e) Building up an data base for the participating athletes in the Women Islamic Games

f) Honouring the athletes and champions of the Women Islamic Games

g) Determining research preferences in the problems and difficulties of the women athletes and the champions of the Islamic Games

h) Making relation to the athletes commissions of local, national, intercontinental, and international organizations


Media Committee
 

36-8) Media Committee is active aiming to proper reflect of the activities of the federation and member of the media; improvement of journalists and protecting sports journalists’ rights and shall perform the following duties:

a)                               Compiling the necessary instructions for the news and media coverage of the Federation’s activities

 

b)                              Planning for reflecting the activities of the Federation in the best possible way in the media

 

c)                               Planning for protecting the reporters’ and journalists’ rights in the media coverage of the Federation’s activities

 

d)                              Planning for updating the policy of the Federation in cooperation with the Secretariat

 

e)                              Communicating with the Media Committee of the relevant regional, continental and international organizations

 

f)                                Communicating with the international gatherings of the media

 

g)                              Making effort for promoting the reporters’ profession of the member countries by holding scientific congresses, offering training courses and workshops

 

h)                              Development an improvement of professional morality for journalists and media

 
 
Referees Committee
 

36-9: Referees Committee is active on quality and quantity development of women referees in member countries and shall perform the following duties:

a)                               Codifying the bylaws and instructions related to the referees’ affairs 

b)                              Planning for offering referee training courses for training umpires and referees and for training the referee trainers

c)                               Making effort to receive a quota for participation of Muslim women referees and umpires in the international and continental referee and umpire training courses from the world federations and

the continental confederations.

d)                              Providing data base for women referees of member countries in various disciplines

e)                              Communicating with the Referees Committees of the international federations and the continental confederations for receiving the latest rules and regulations of the sport disciplines and

presenting them to the member countries

f)                                Making effort to prepare the ground for the participation of Muslim women referees and umpires in the sport competitions in the regional, continental and international levels

g)                              The assessment of referees’ function in competitions of the federation

h)                              Cooperation with member countries for holding competitions of the federation through dispatching the referees and holding referees’ clinics before the competitions

i)                                 Cooperation and coordination with Technical Committee in executive affairs 

j)                                Observing the good implementation of the refereeing affairs in the competitions


Chapter three

General Provisions:
 

Article 37: The official language of the Federation shall be in English, Arabic and Persian.

Article 38: The members are required to pay their membership fees annually.

Note: The amount for the membership shall be a right reserved for the General Assembly to decide.

Article 39: The president of the federation shall adopt the appropriate measures for cases not envisaged in the present Statute. Such measures shall, however be submitted to the General Assembly at its first meeting for the information of the members.

Article 40: .In the event of emergencies, the president of the Federation shall be authorized to make decisions on the issues in accordance with the Federation objectives, which are not contradictory to the provisions of this Statute. In addition, the members shall be informed of the decisions in the first meeting of the Executive Board and the General Assembly.

Article 41: The amendment to the present Statute shall be the right reserved for the Executive Board and it requires that the approval vote of three fourth (3/4) of the members of the General Assembly

Article 42: The members shall be obliged to observe the Islamic codes and values based on the regulations approved in the meetings of the Assembly, the Executive Board, the competitions and activities of the Federation.

Article 43: The Federation deems the Court of Arbitration of Sport (CAS) competent to settle its disputes with other real or legal entities.

Article 44: This Statute consists of 3 chapters and 44 articles and 16 notes, which the amendments was approved by the members in October 2007 in the 11th meeting of the General Assembly in Malaysia.
